I'm trying to reproduce the open canvas problems.  

Can you illustrate a use case and the expected output and compare to actual
output?  
With the the patch I posted here on top of current git I can see the layers box
and switch between them (hopefully this means blank layer box has been fixed). 
I'm not sure what you mean by layer options.
