The strange 3 help windows behavior (1 blank, 2 useful) 
seems to be related to HH_SET/GET_WINTYPE .

I sent off a sort of work-around patch

earlier for bug 10166 comment 2, which gets wine to ignore WINTYPE information
(which aren't of much use there); I don't know AJ's decision yet,

but Elster seems to actually set HH_WINTYPE and then try to use it later -
and therefore needs a proper HH_SET/GET_WINTYPE implementation to work.

There is also some strange relationship between which windows owns which, so

(just commited) is relevant as well.
