YOU ARE RIGHT! It is a regression bug: Its working (with fog disabled) with the
version 0.9.10.

Hint: I can choose "DirectDraw Hal" as Driver (or "User and Gdi", not tested)
and Device "wine D3D7 device", other possibilities as with 0.9.60, I described
above.

Currently I don't know when I have the time for the regression testing.
