This is apparently a delicate spot. I suspect that having the ResizeControls
before the CreateTemplateDialog is a Bad Thing (as it seems to rely on the
dialog existing) and that the actual order should be FillControls,
CreateTemplateDialog, ResizeControls. Alexandre has told me that he thinks this
looks wrong because the comment on FILEDLG95_FillControls says "after hook
notification". Someone will probably have to write some tests.

This is on my todo list but it may be a while before I get to it.
