I ran git bitsect between 0.9.59 and 0.9.60.
This patch breaks it:

I removed the patch above from the git-tree of today (080817) and
Victoria starts just fine.

To me, it looks like this code has something to do with how the
.exe file gets loaded. If that is the case, I can add that the exe-file
is the original version, not a no-cd or something.
I'm willing to test any patches that might help.
