This appears to be a case of regression.  See

These test results strongly suggest that WordPerfect Office 2002 did install as
long ago as Wine 0.9.27.

When did it stop installing ?  Using an old Kubuntu 6.06 live CD, the Ubunutu
Wine package archive and a binary chop, we come up with:

  0.9.27  installs
  0.9.59  doesn't
  0.9.43  doesn't
  0.9.37  doesn't
  0.9.33  installs
  0.9.35  installs
  0.9.36  doesn't

So my guess is that stopped installing with 0.9.36 and hasn't installed since.
