setup.exe is a Microsoft bootstrapper. It's is modified using MSIstuff. Plenty
of documentation at microsoft.com.

It doesn't have to be installed direct from the web. Please try the following:
http://www.ability.com/download4/zip/ability4_16.zip

Unzip and run the MSI direct.
