When Control Panel=>Regional/Language Option Changed, this registry updated...

In my comment #47,
When lfCharSet=ANSI_CHARSET,
GetACP=1251 => GdiGetCodePage = 1252
GetACP=1252 => GdiGetCodePage = 1252
GetACP=1253 => GdiGetCodePage = 1252
GetACP= 932 => GdiGetCodePage = 1252  <= Japanese locale. Why???
GetACP= 936 => GdiGetCodePage =  936
GetACP= 949 => GdiGetCodePage =  949
GetACP= 950 => GdiGetCodePage =  950

Mistery is solved.
Check the following registry:
