I have tested apache.exe due to this request:

First I have set up xampp as said in setup_xampp.bat:
wine php\\php.exe -n -d output_buffering=0 install\\install.php

Then I ran this from inside /apache/bin:
$ wine apache.exe 
(OS 10013)Permission denied: make_sock: could not bind to address 0.0.0.0:80
no listening sockets available, shutting down
Unable to open logs
