Trying:
$ rm -rf ~/.wine
$ wget http://www.pando.com/dl/download/PandoSetup.exe
$ winetricks -q pdh wininet gecko
$ wine PandoSetup.exe

Still gives an error at the end. Possibly trying to start Pando?
