WS10 means "XNetStartup failed - Please re-boot your system and/or re-install
the game" according to
http://www.rockstargames.com/support/gta4pc/GTAIV_Error_Codes_ALL_EN.html

I'm wondering if SHGetValue for
SYSTEM\CurrentControlSet\Services\\EventLog\Application\XLive\TypesSupported is
returning the right value (should be 0x7), since it seems to be the last
function called before something goes wrong.
Something is probably going wrong a bit earlier.
