Yes.  To reproduce, download and install the CSLU
toolkit, then run

wine "C:\\Program Files\\CSLU\\tcl80\\bin\\wish80.exe" "C:/Program
Files/CSLU/Toolkit/2.0/apps/rad.tcl"

See also bug 11062 for a bug in menu item creation (with fix).
