Dan, the original bug report is about user32's help system, mainly the
WM_WINHELP message and the WinHelp API.  You should probably open a new bug
report about the htmlhelp bug you mentioned.  If we can't find a program that
exhibits this bug, or a user than has such a program, then we should probably
close this as abandoned.
