Interesting bit of +module,+text,+relay,+file

I'm the proud owner of an original 16 bit Where in the World is C.S.
disc from 1995.  Running the installer fails immediately 
with the dialog box
  Cannot load library: 'SHELL.DLL'
Doing 
  touch ~/.wine/drive_c/windows/system32/shell.dll
works around this, and lets you get to the next problem
(can't register app with program manager via DDE, but
that's another bug).

So I guess we need to create a fake 16 bit shell.dll
to make this app happy... it ought to be in system,
not system32, but touching it there didn't help.

I've attached the key part of the wine log.
