patch which implements Nt(Query/Set)InformationThread info class
ThreadQuerySetWin32StartAddress

Hello,

archiving an updated version.
Run tools/make_requests after applying patch to regenerate server protocol
stuff.

Returns thread entry info for custom app crash handlers, debugging tools,
process managers like Microsoft/Sysinternals "ProcessExplorer" and removes
"fixme:thread:NtQueryInformationThread info class 9 not supported yet" spam
from app crashes.
