well the single "create_nls.c" source file in question which is pulled by the
shell script snippet reads as follows:

So ask one of the authors/originators, Dmitry Timoshkov of codeweavers.com
about  copyright issues and implications.
If he wrote this tool using publicly available information there seems no harm
to incorporate his work in current wine source tree.

Another question is the use of unicode.org data (tables and mappings), though
that can be answered by looking at http://unicode.org/copyright.html

And for the "instructions" part ... there is no need to bother babelfish for
japanese translation, the short shell script is self explaining enough.
