I can confirm this bug. When using the OSS driver in Steam, all sound is
disabled in native linux apps (tested with music player and Rhythmbox) and Wine
apps (no sound in CS:S). This bug does not affect the ALSA driver, but that
driver is buggy in other ways an causes the game to crash every few minutes.
Driver emulation doesn't help any (sound works but crashes).

I also noticed that steam.exe doesn't immediately close sometimes when I hit
exit. I went to the gnome system monitor to close it, and sound comes back on.
I used to do the restart thing like the other poster before I figured it out.

If someone can fix this for Steam I would really appreciate it. I would do it
myself if I knew anything about it.
