This is not an uncommon error on Windows.  It happens if you
move Bridge to a different directory, or install one of several Adobe
apps.

Adobe Photoshop CS2 or Adobe Creative Suite 2) has been installed."

Oddly, I don't see the Licenses folder being referenced...?
Does copying that Licenses folder work around the problem?  I bet not.
