This affects preview in Dreamweaver MX, which previews like this:

trace:process:CreateProcessW app (null) cmdline L"\"c:\\Program Files\\Internet
Explorer\\iexplore.exe \" \"C:\\foo.com\\TMPjksv9pkb.htm\""

and fails with a similar error message,

fixme:shdocvw:bind_to_object BindToObject failed: 80004005
