[Bug 9771] Steam Friends doesn't work (fails to render correctly or refresh)

I have been able to hack my way to get the messages to show, using a wierd
combination of minimizing, resizing, and reopening the friends list and various
message windows. However sound notifications of messages do not work at all.
And the windows do not update unless I type something. Considering this I can
be completely unaware of new message windows, or new messages in the same
window until I type something.

I do not know if the sound issue is related, but it is directly connected to
the friends list feature. If possible, please address this along-side the
graphical messaging glitches.

If this gets fixed, will we be able to use the friends overlay in game? Or is
that something completely different?
