Well I don't make any guesswork for user's WINEPREFIXes.
There are gazillion issues if users manage apps in different WINEPREFIXes
created/installed with different wine versions.
I usually refuse to investigate any bugs if the user can't reproduce the
problem with a *clean* WINEPREFIX and specific wine version.

You could run WINEDEBUG=+loaddll with wine-git on your old WINEPREFIX and see
if gdiplus being loaded is *really* builtin.
