Please post the output for the following commands:
cups-config --cflags
cups-config --ldflags
cups-config --libs
cups-config --version

Where is libcups* on your system (32bit and 64bit, please)?
Might be similar tof:
 file /usr/lib/libcups*
 file /usr/lib32/libcups*
