I'm pretty sure quicken needs SCHANNEL (everybody else calls this SSL) support
to register. Wine does not supply an SCHANNEL implementation so far.

As far as I know there has been some effort in getting the Windows schannel.dll
to load in Wine and provide SCHANNEL, but I'm not sure if that's working yet.

On a quick search, there's a patch attached to
http://www.winehq.org/pipermail/wine-patches/2008-June/056347.html that should
allow to do this, perhaps you could try that.
