A posssible work-around that works for me:

First off, my system specs:

Ubuntu 8.04 32-bit
Wine 1.0RC3
AMD Athlon XP 2.2GHz
2GB DDR1 RAM (Dual Channel)
Nvidia Geforce 6800n
120GB WD IDE HDD (100 for vista, 20 for linux for now)

My work-around:

This was a sort of response to that thread where the guy had his friend change
their status and it worked for him... That did not work for me, but I found the
idea of status changes to be interesting.

What I do, and it's worked 4 or 5 times without fail (at least for one open
chat window) is to first type something... Then go to your Friends window and
change your own status.  I simply went through the list, changing my status all
the way through offline, then back online then through again.  Once I did that,
chat started refreshing correctly and working great.

This is a hassle, but it works for me.

I believe this is something that the Wine devs need to take seriously.  Friends
IS one of the most important parts of Steam now.
