No, it doesn't even find it (when used native):
err:module:import_dll Library WINSTA.dll (which is needed by
L"C:\\windows\\system32\\WTSAPI32.dll") not found
err:module:import_dll Library WTSAPI32.dll (which is needed by
L"C:\\windows\\temp\\CanonUPW_003\\INST\\INSTALL\\COMMON\\Install.exe") not
found
err:module:LdrInitializeThunk Main exe initialization for
L"C:\\windows\\temp\\CanonUPW_003\\INST\\INSTALL\\COMMON\\Install.exe" failed,
status c0000135

I had added also WINSTA.dll but nothing changed.
