Apparently the reader chose to rush to judgment instead of actually READING the
bug report.  This bug occurs with a CLEAN .wine.

REPEATING!  REPEATING!  THIS BUG OCCURS WITH A CLEAN .wine.

The half-baked resolution is to start ALSO with a fresh set of XNEWS files as
well.  THERE IS SOMETHING VALID IN THE XNEWS .ini files that causes all wine-rc
version to misbehave.  THAT IS A BUG!
