Is it true that you are running it in xterm?

I suppose that the problem is the following:
  Xterm window height is 24 characters, although "standard" size is 25. By
default wine creates console windows with height 80x25, and wineconsole can
change it if needed.
  But right now curses backend of wineconsole lacks this functionality.

To be sure that you stumbled upon exactly THIS issue, try to check whether this
bug arises under 80x25 terminal.
