Same error, but solution is listed on http://wiki.winehq.org/AdobePhotoshop
# wget http://kegel.com/wine/winetricks; sh winetricks corefonts vcrun6
After this, I've not get this error when starting Photoshop.

Kubuntu 8.04, wine 0.9.59
