No. Certainly not.

Us 'users' are requested to describe the problem and not to provide an
analysis.  That is what I gave you.

The problem exists: "Start installer.  Note font (print snapshot or whatever). 
Install application. Quit installer.  Start installer again.  Font displayed is
different."

What steps 1 to 5 do is show how to make the problem 'disappear' and 'reappear'
by moving ttf files out of and back into the Windows font directory.

IMHO, from this it may be inferred that the problem is not specific to the
application or its installer and from step 5 that it is neither specific to a
single ttf font file nor to Corel ttf files in general.  From that it might
tentatively be concluded that this is a problem germain to Wine 1.0.

Try this instead ... 

1. Get a copy of WPCO03N_.TTF by whatever legal means you find most expedient
(installing a trial version WordPerfect Office is probably legal and probably
any version will do).

2. Create a new wine skin, copy the font into the Windows fonts directory and
fire up any installer you like. Go as far as the licence agreement then quit. 
Here is an incomplete list of installers from my Windows archive with either a
screwed up 'welcome' screen or a screwed up 'licence agreement':

Firefox Setup 2.0.0.11.exe
jre-6u3-windows-i586-p-s.exe
OOo_2.3.0_Win32Intel_install_wJRE_en-US.exe
FoxitReader22_setup.exe
Comodo/CFP_Setup_English_2.4.18.184.exe
SilentNight Micro Burner/microburner.exe

and not forgetting:

Setup.exe on Corel WordPerfect Office X3 (Professional) CD
Intro.exe on Corel WordPerfect Office 12 (Standard) CD
Corel/WPOX3_SP2_HotPatch4_EN.msp
Corel/WP12SP1E.msp

Even the Adobe Acrobat that came with the WP X3 is affected.
