I traced down the problem to MSI code, I guess.
The function

MSI_GetPropertyW("COMMON_APPDATAFOLDER")

returns (correctly, IMHO) the full common app folder path WITH a trailing
backslash.
OTOH, the function

MSI_GetPropertyW("LOCAL_APPDATAFOLDER")

returns (incorrectly, IMHO) the full local app folder path WITHOUT a trailing
slash.

This non-uniform behaviour can make me think of a bug on MSI.
My previous patch, adding a backslash to SHExpandEnvironmentString() function
in shell32 acts as a workaround correcting the problem, but imho that's not the
right way.

BTW, my skills ends here. This bug and
http://bugs.winehq.org/show_bug.cgi?id=13599 are the 2 bugs that blocks autocad
setup on vanilla wine.
I hope somebody'll take care of them soon....
