Are we talking about the same bug here?
This bug is about Micro$oft .NET 1.1 Framework update, not Mono ;-)

1. clean WINEPREFIX
2. install .NET 1.1 Framework (winetricks dotnet11 no more needed)
3. install .NET 1.1 SP1
