Also, if you don't want / can't run bisect or it won't work out, maybe try
bugreport to ati. I really have no idea how interested and responsive the
vendors of proprietary Linux drivers are (never have to find out with nvidia,
fortunatly :D), but you may try to send ATI a report, via whatever means are
available. Perhaps they'll show interest. Unfortunately, at this point the
details about his bug are not as good as ideally they would be, what is known
is that glDrawPixels for some reason is only updating a smaller subsection of
drawable.
