I'm loathe to add 'regression' to the keywords even though this did use to
work, because I've talked to Roderick Colenbrander and this bug was caused by
an implementation decision which will not be reverted.
See my bug 7585 which is also a result of the missing
GL_EXT_pixel_buffer_object support.
I think an implementation of pbo's which can use either
GL_ARB_pixel_buffer_object or GL_EXT_pixel_buffer_object is required.
