I'm not sure if I should add another application here or file a new bug. 

There's another application from AppDB with similar problem - help file opens
in Windows and does not in Wine (tested with wine 0.9.58). 

Application name is Vatowiec

can be downloaded for free from http://pk.inet.pl/brv_prg.htm (direct link:
http://pk.inet.pl/br32.exe). 
Application is developed with CA-Visual Objects.
