verified with Python 2.5.2 in wine-1.0-rc2.

Using the webbrowser module a similar problem appears when using long urls.
You can verify that in this way:
wine python
>>> import webbrowser

with a short url all goes well:
>>> webbrowser.open("www.google.it")
True 

with a long url we get troubles:
>>> webbrowser.open("http://www.google.it"*50)
err:exec:dde_connect Argify buffer not large enough, truncated
err:winebrowser:get_url_from_dde Unabled to retrieve URL from string L"\""
True
>>> err:winebrowser:wmain Usage: winebrowser URL
