I believe this bug should be closed. This bug is invalid. 
Here's what happens. 
DNS 9.5 actually fails to install a CAB, and that's why the SR engine does not
initialize. That has been filed separately as 
bug 14743
(And by the way, someone has just posted a workaround on that bug.)
