I spend a few minutes nearly every day approving half a dozen test results but
there is more people submitting test results than anyone has time to care to
read each individual report.

99% of the test results that people submit where there is no maintainer for the
application are OK and don't need to be manually approved.

I propose that the AppDB be changed to simply accept new test results when
there is no maintainer and not require moderation.
