I installed the last git version. I have always the bug. 
My config :ubuntu 8.10 chipset audio ADI AD2000B (game tested : Team Fortress
2)
Nota: My solution to have the sound without scratchy is using OSS and launch
padsp winecfg then padsp steam.exe
