The archive at evolt.org is missing "browselc.dll"
LoadLibrary(browselc.dll) returned NULL, but IE does not check that
and crash in TOOLBAR_AddString.

With a native "browselc.dll", the next stop is:
shlwapi.dll.IConnectionPoint_InvokeWithCancel
