Well after playing around for an hour today I've concluded that the only way to
move on is to write a wintab test program of my own to see what wine's wintab
isn't doing.   Using my two most recent patches sai generates plenty of tablet
packets and it even collects them for processing with WTPacket.   It just
doesn't seem to get the signal to start um doing its pressure thing.

Pretty odd, my current hope is that we aren't sending some kind of simple
enabled message or something. Only a test program will tell though.
