That is correct. Let me add however that I have to commonly exit steam
abnormally because of the download freezing up. I get typically get an errors
like this:

err:ntdll:RtlpWaitForCriticalSection section 0x7e5d0920 "x11drv_main.c:
X11DRV_CritSection" wait timed out in thread 0017, blocked by 0009, retrying
(60 sec)

Which freeze up Steam. Restarting steam allows the download to continue. I have
to do this 2-3 times before the download fully completes. This happens with all
games regardless.
