Regression Test

Regression Test that pinpoints the problem. 

The patch solves a bug and introduces another one.

1)Solves: Emperor Campaign Editor starts up fine, hovering the mouse over
buttons creates the appropriate response(eg button highlight, pop-up message
etc) BUT you CANNOT click ANY button. Zeus Campaign Editor works fine however.

2)New Bug: Bug 15182 which we are trying to solve.
