I will test for Office 2003. However you have to note, that as for my
experience, this only happens for the 3rd, 4th and 5th language (whereby 1st
language is 1031 always installed as default and the second language the
language of the Office installer  since a foreign Windows has English + 4 other
languages.

On a standard Windows you have to manually activate these languages on Windows
first for the checker (and not only the language files) to be fully installed.
On a German Office, I have English and German working properly and French,
Italian and Spanish broken.
