It is.

Installed twice on clean prefixes, using the Win98 and the default (XP? not
shown in winecfg here) Windows settings.
The autorun program only offers an exit option. Starting the installer directly
(setup.exe) the game installs correctly. Starting it results in a crash in XP
mode (with comments #9 and #10 results), while in Win98 mode I get endless
#9-like messages (but no crash).

Hand-editing RESOURCE.WIN like I suggested in comment #12 fixed both scenarios.
