to make sure that there was nothing residual from the install prior to the
msxml3 package being installed, i blew out the entire .wine directory and
uninstalled wine. i re-installed wine and ran the winetricks script and loaded
the msxml package.  I then re-installed the Tmob connection center software and
the result was the same.  

what is this "Microsoft.VC80.MFCLOC"?  Maybe that is in a different package.
