It doesn't matter what MS documentation mentions or specifies. A test at
dlls/gdi32/tests/font.c explicitly tests TranslateCharsetInfo(SYMBOL_CHARSET)
case, and a quick test I did confirms that it works just fine.

Then the reason is somewhere else.
