I tried some more testing of this today, and here's what I found/experienced.

When I start up the game, all the controls are working. I can hijack vehicles,
target people and hit them, etc.

Now if I switch to another desktop (using <Ctrl>+<Alt>+<Left Arrow>), then
switch back to the game, some of the controls stop working. The controls that
stop working are not always the same.

If I change the key mappings of the controls that stop working, they still do
not work.

There is nothing in the console output when I press any keys.
