Dude, probably you're messing stuff up. On linux usually 100% - 100% of one
core, on Windows - 100%/<number of cores> is 100% of one core.

Please include tools you've used to measure CPU load.

On my machine in Windows XP one busy core - 50%; linux, measured via top -
100%; linux, measured via gnome system monitor - 50%.

I guess it's not bug at all.
