On the contrary, it certainly isn't fixed.  This bug describes the problem with
Impulse.  Bug 18337 describes the problem with crypt32.  There are other bugs
along these lines in bugzilla, for example the DirectPlay metabug (6847.) 
Please leave the two bugs separate and open, as fixing bug 18337 may or not fix
every application that requires the CERT_CHAIN_POLICY_SSL policy implemented.
