I cannot confirm this in 1.1.27, even running the installer outside of drive_c.
Verification (at both ends of the installer) works fine, as does installation.
Shortcuts and program entries are created properly.

Only terminal output is a few "fixme:shell:DllCanUnloadNow stub" lines, so I'd
venture to say that since it was last seen in 0.9.46, this bug is long gone.
